Name/Address changes are approved and processed by the Harris County Appraisal District (HCAD). The form is on the website HCAD.org. For additional help, you may call them at 713-957-7800 or email at help@hcad.org. Once complete, HCAD sends the data electronically to each tax office. It does take 60-90 days for the tax office to receive the electronic updates.
A tax bill is not available yet since your account value has not been certified to the tax office by the Harris County Appraisal District. Once the tax office receives the certified value and has loaded the appraisal district updates into the system, you will be able to see the data on the tax office website and a statement copy will be mailed to you. If your account is certified after December 31, you will have at least 21 days to pay from the statement date. If you believe your value should already be certified, you may contact HCAD at help@hcad.org or 713-957-7800. Please remember electronic updates from HCAD are only sent at the end of the month. You may keep checking the website for the data.
If you are looking for documentation for your income taxes and escrow, your mortgage company will supply you with a 1098 tax form. A receipt for your property taxes that you paid, can be printed from the tax office website. You must use dashes in all searches.

There is a drop box located at the Humble ISD Tax Office, 20200 Eastway Village Drive, Humble, Texas, 77338, just south of Home Depot in Humble next to the Home Depot Garden Center. Only checks or money orders should be put in the box.
If your property taxes are paid by a mortgage company and you receive a tax statement, write your loan number on the statement, and forward it immediately to your mortgage company for payment. You will want to confirm with your mortgage company that they will be paying on your behalf. The tax office does not have that information nor does the office initiate calls to mortgage companies regarding taxpayer accounts. It is the taxpayer responsibility to ensure the property taxes are paid timely.
The Texas Property Tax Code requires school taxes to be assessed to everyone who owns property within the district's boundaries. Property taxes are based on the value of your property. Property values are determined by the Harris County Appraisal District (HCAD).
Call the Harris County Appraisal District (HCAD) regarding your exemption options at (713)957-7800 or help@hcad.org. They are the only authority to grant exemptions for all properties within the Humble ISD boundaries. Also, you may obtain the necessary forms to file for these exemptions at the HCAD website HCAD.org. HCAD will send the data electronically to all of the tax offices in 60-90 days when the exemption has been granted. You do not need to submit the exemption form to us in addition to HCAD. Please call HCAD if you have any questions about this process.
The Humble ISD Tax Office does not appraise property. This is done by Harris County Appraisal District (HCAD). Contact HCAD for dispute resolution or questions at (713)957-7800 or help@hcad.org . HCAD is the only authority to change the appraised value of properties within the Humble ISD boundaries.
Exemptions reduce the taxable value of your property. This lowers you tax amount. The types are listed below.
Residence Homestead - $100,000 - available for all home owners on their residence. Homeowner must live at that residence.
Age 65 or Older - $15,000 - Can be taken in addition to the Residence Homestead Exemption. See other FAQ for explanation of Over 65 calculation
Disabled Homestead - $10,000 - Can
be taken in addition to the Residence Homestead Exemption; available to those
who qualify according to specific guidelines. HCAD will be able to provide
qualification requirements and answer any questions. If you qualify for both the Over-65 Exemption
and the Disability Exemption, you must choose one or the other for school
taxes. You cannot receive both.
Partially Disabled Veteran or Survivor
- You must be a Texas resident to receive this exemption. You also must have
documents from either the Veteran's Administration or the appropriate branch of
the armed forces showing the percentage of your service-related disability.
Your disability rating must be at least 10 percent. This exemption ranges from
$5,000 to $12,000 depending on the extent of the disability. This exemption can
be taken on any property in Texas; it is not limited to the homestead property.
However, you may pick only one property to receive the exemption.
Disabled Veteran or Survivor - You must be a Texas resident to receive this exemption. You also must have documents from either the Veteran's Administration or the appropriate branch of the armed forces showing the 100 % percentage of your service-related disability and you are eligible for a 100% homestead exemption. if you meet the requirements. The first year you receive your 100% classification or buy the home, the exemption is prorated on the account. The exemption amount will not be the 100% of the value of the home. If you have questions, on how HCAD calculates the exemption amount, you should contact them.
Yes, unless you qualify your homestead for a Tax Deferral. For accounts with a deferral, the tax liability is only postponed and not canceled. Your delinquent taxes will continue to accrue at the rate of 5% per year once the deferral is granted. If a lawsuit has already been filed to collect delinquent taxes, you will need to file a Tax Deferral Affidavit. Contact Harris County Appraisal District to file for the tax deferral at 713-812-5800.
Yes, if you qualify. An installment agreement may be set up to pay off delinquent years according to the Texas State Tax Code. Once the account is delinquent, you may contact our office at 281-641-8190 for additional information. There is a 24 month waiting period in between new installment agreements from the time your last agreement was set up if you have a homestead exemption. The taxpayer will need to come to our office to sign the forms and make the first payment.
If you have a homestead exemption and the agreement is set up prior to July 1, the penalties will freeze at that point in time. The interest will continue to accrue during that time frame. If you do miss a payment, the agreement will default and be subject to the penalties again. Non homestead account agreements will not freeze the penalty.
As a property owner, you are responsible for making sure that the taxes are paid on time. The statements are mailed and taxes are due at the same time each year. Texas Property Tax Code Sec 31.01 states that failure to receive a bill does not change the due date or waive the penalty and interest. It is the property owner's responsibility to know when taxes are due. As a property owner, you are also responsible for providing the appraisal district your correct name and mailing address.
At closing, the property taxes should have been disclosed to you on your closing statement. Check your closing statement or with your title company for that information. Any proration of taxes should have taken place at closing. The tax office does not prorate tax bills and the current owner will receive a bill for the full amount and is responsible for paying it. The title company should be able to assist you with an inquiry on how taxes were settled in closing.
All businesses are taxed on their personal property, such as furniture, fixtures, machinery, equipment, inventory, and vehicles. Most likely, the bill you received is for business personal property and not for the real estate itself. The real estate is taxed separately and the tax statement is sent to the property owner.
The Harris County Appraisal District creates the rendition penalty on property tax accounts and you will need to contact them directly regarding your question. If they make changes, it typically takes 60-90 days to process and updates are the sent to the tax offices electronically. Until removed by HCAD, the penalty on your account will remain on the tax roll and will be assessed penalty and interest when the account goes delinquent. HCAD may be reached at 713-957-7800
You will be liable for taxes on the personal property that you owned on January 1 for that year. You are not relieved of the taxes because you no longer own the property. It is important that you contact Harris County Appraisal District if you have changed locations or no longer own the business. If you do not contact them, your account may remain on the tax roll and will be assessed taxes in the future. A tax certificate is a certified document showing all taxes for the property have been paid. If delinquent, the certificate shows penalties and interest that are due according to tax records. The fee to obtain a certificate is $10.00 per certificate and can be paid by cash and check. Payment is required before the tax certificate is generated. There is a form on our website that must be completed and submitted with your payment.
You may mail a check or bring the payment to the office. If you come to the office with payment, you will be told a pick up time. Typically, it is available within 3-4 hours. If after 1 pm, it will be available the following day. Requests over 5 accounts will require more time and a time estimate will be provided when we receive your funds. Tax certificates will be mailed if you would like them returned that way. Your request must the include the completed tax certificate request form if you send a courier.
Please check our website or call to check before coming to the office for a certificate to ensure the taxes are paid. If the account’s taxes are not paid, the tax certificate will reflect that balance so please ensure that meets your needs if providing to another entity.
Refund requests for over payments and duplicate payments require a request in writing. There is a form on the tax office website that you may use. Website: You may email it to us at tax.office@humbleisd.net or mail to PO Box 2000 Humble, TX 77347. Refunds take a few weeks to go out. Refunds for over payments over $500 require school board approval and will take extra time. The request must be sent from the payer of the taxes.
The tax office offers a lost check affidavit that you may complete regarding your lost check. Please call or email our office to request the affidavit. Once the tax office receives the completed document and all of the data is provided to us, the waiver of penalty and interest will be added to our school board for approval. Please review the attached in detail and complete all items. You may return it to the tax office via mail to our PO Box 2000, in person at our office, or in our drop box along with the replacement check. A notary signature is required as are all of the items listed. You will also want to include your tracking documents. For future payments, the tax office recommends certified mail to the physical address so it may be traced and signed for by our district staff.
Once you mortgage is paid off, the mortgage company should no longer request your statement. The property tax statement, when available, will go out to you as long as they do not request it. They are typically mailed out in early November so if you do not receive a statement by December, you may call us at 281-641-8190 to request one. You may also see taxes due on the tax office website, or email tax.office@humbleisd.net. The taxes are delinquent on February 1st so you want to ensure you pay before then. Texas Property Tax Code Sec 31.01 states that failure to receive a bill does not change the due date or waive the penalty and interest. It is the property owner's responsibility to know when taxes are due.
The Texas Property Tax Code
requires all property owners to pay tax on the value of their property
regardless of age or whether or not they have children.
In addition to the $100,000 Homestead Exemption, Humble ISD offers an additional
$15,000 exemption to taxpayers over 65 years of age. When you receive an Over
65 Exemption or Disabled, you also receive a "tax ceiling" for your
total school taxes; that is, the school taxes on your home cannot increase as
long as you own and live in that home. The tax ceiling is set at the amount you
pay in the year you qualify for the over-65 homeowner exemption. The school
taxes on your home may fall below the ceiling, but cannot rise above it unless
you modify your home other than by normal repairs and maintenance.
Over-65 and disabled homeowners are also eligible to pay their current taxes in
four equal installments if that exemption is on the account. You must send notice in writing to our office
that you are doing so. The first
installment is due by January 31. The remaining three installments are due by March
31, May 31, and July 31. Payments not received by the due dates will accrue
penalties and interest.
If an over 65 or disabled taxpayer moves to another home in Texas, they may take their tax ceiling percentage to their new home. Harris County Appraisal District will provide a Tax Ceiling Certificate upon request. Call the Harris County Appraisal District (HCAD) at (713)957-7800 for all questions related to your tax ceiling certificate.
You were granted a tax ceiling for your school taxes that differs from the prior owner’s tax ceiling. This is what resulted in a change in your tax bill. Last year you paid an amount based on the prior owner’s exemptions and received that benefit; this year you have your own exemptions and your own tax ceiling. You do not get to keep the prior owner’s tax ceiling.
If an over 65 or disabled taxpayer moves to another home in Texas, they may take their tax ceiling percentage to their new home. It is not an automatic process and does require a request from the taxpayer. Only the percentage will be used and not the amount. If you moved from outside of Texas, this benefit does not apply. The Appraisal District in the Texas county you previously lived in will generate a Tax Ceiling Certificate. You are not able to have the tax ceiling benefit at two homes in the same tax year.
You will need to contact the county Appraisal District office that you resided in previously in Texas to get this certificate. If you lived in Harris County, you will contact the Harris County Appraisal District for the Tax Ceiling Certificate. Call the Harris County Appraisal District (HCAD) at (713)957-7800 for all questions related to your tax ceiling certificate. If you resided in another county besides Harris, you will need to contact that county Appraisal District office for your certificate. It is not an automatic process.
That Tax Ceiling Certificate document must be returned to the school district your new home is located in presently.

If you pay by credit/debit card on the website, in person, or over the phone a convenience fee will be charged. A convenience fee is also charged for e-checks. The convenience fee is assessed by the credit card processing company and Humble ISD does not receive any portion of this fee.
